Acceptance of these terms
These Terms & Conditions ("Terms") govern your use of the CrowdSourceIntel platform, including our public submission pages, SMS/MMS tip line, and any related services (collectively, the "Service"). By accessing the Service, submitting content, or texting our tip line, you agree to these Terms. If you do not agree, do not use the Service.
What CrowdSourceIntel does
CrowdSourceIntel is a secure evidence intake platform used by law enforcement agencies, public-safety organizations, and other authorized entities ("Agencies") to collect photos, video, and text tips from the public during critical incidents. Submissions are routed to the Agency that created the specific incident link or tip code you used to contact us.
CrowdSourceIntel acts as a service provider to those Agencies. Decisions about what to do with submitted content — including retention, investigation, and disclosure — are made by the Agency operating the incident, subject to applicable law.
Eligibility
You must be at least 13 years old to use the Service. If you are under the age of majority in your jurisdiction, you must have permission from a parent or legal guardian. By using the Service you represent that you meet these requirements.
Acceptable use
You agree not to:
- Submit content you know to be false, fabricated, or intended to mislead an investigation.
- Submit content that infringes intellectual property, privacy, or publicity rights of others beyond what is reasonably necessary to report a tip.
- Upload malware, exploits, or content designed to disrupt or compromise the Service.
- Attempt to access submissions, accounts, or data you are not authorized to view.
- Use automated tools to scrape, flood, or abuse public submission endpoints or the SMS tip line.
- Use the Service to harass, threaten, or unlawfully surveil any person.
We may remove content, block submissions, or terminate access at our discretion to protect the integrity of the Service or comply with legal obligations.
Content you submit
You retain ownership of the content you submit. By submitting content through the Service, you grant CrowdSourceIntel and the receiving Agency a non-exclusive, royalty-free, worldwide license to store, transmit, decrypt, process, display to authorized reviewers, and otherwise use that content for the purposes of operating the Service and the Agency's investigation or response.
You represent that you have the right to submit the content you upload, and that doing so does not violate the rights of any third party or any law applicable to you.
SMS / MMS Terms — CrowdSourceIntel Tip Line
The following terms apply specifically to our SMS/MMS tip line program (the "SMS Program"). The SMS Program is operated by CrowdSourceIntel using Twilio Inc. as our messaging carrier and processor.
- Program description. The CrowdSourceIntel Tip Line is a transactional SMS/MMS service that lets members of the public submit tips and media to a specific incident operated by an Agency. After you text a valid incident tip code, you may receive transactional replies confirming receipt of your tip, requesting clarification, providing standard regulatory responses (such as HELP and STOP confirmations), or notifying you that an incident is closed. We do not send marketing messages, promotional content, or recurring broadcasts.
- You can cancel the SMS service at any time. Just text "STOP" to the number you received messages from. After you send the SMS message "STOP" to us, we will send you an SMS message to confirm that you have been unsubscribed. After this, you will no longer receive SMS messages from us. If you want to join again, just sign up as you did the first time and we will start sending SMS messages to you again.
- If you are experiencing issues with the messaging program you can reply with the keyword HELP for more assistance, or you can get help directly at support@crowdsourceintel.com.
- Carriers are not liable for delayed or undelivered messages.
- As always, message and data rates may apply for any messages sent to you from us and to us from you. You will receive transactional replies in response to messages you send to the tip line; message frequency varies and depends on your own activity. If you have any questions about your text plan or data plan, it is best to contact your wireless provider.

Mobile information privacy. Phone numbers and SMS opt-in data collected through the SMS Program are never shared with third parties or affiliates for marketing or promotional purposes. Information shared with subprocessors (such as Twilio for message transport) is limited to what is strictly necessary to deliver the Service.
Agency / authorized user accounts
Authorized Agency users access the Service under a separate agreement with their organization. If you are an Agency user: you are responsible for safeguarding your credentials and any multi-factor authentication device, for the activities that occur under your account, and for ensuring that your use of submitted content complies with applicable law and Agency policy. Decryption of encrypted submissions is logged and auditable.
Privacy
Our handling of personal information is described in our Privacy Policy, which is incorporated into these Terms by reference.
Disclaimers
The Service is provided "as is" and "as available" without warranties of any kind, whether express or implied, including warranties of merchantability, fitness for a particular purpose, and non-infringement. We do not warrant that the Service will be uninterrupted, error-free, or that any specific submission will be received, reviewed, or acted upon by an Agency. Submitting a tip does not establish a public-safety response, and the Service must not be used as a substitute for 911 or emergency services. If you are reporting a life-threatening emergency, call 911 (or your local emergency number) first.
Limitation of liability
To the maximum extent permitted by law, CrowdSourceIntel and its officers, employees, and subprocessors will not be liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of profits, revenues, data, or goodwill, arising out of or in connection with your use of the Service. Our total aggregate liability for any claim arising out of or relating to the Service will not exceed one hundred U.S. dollars (USD $100), or, where you are an Agency under a separate written agreement, the amounts specified in that agreement.
Indemnification
You agree to defend, indemnify, and hold harmless CrowdSourceIntel from and against any claims, damages, liabilities, and expenses (including reasonable attorneys' fees) arising out of: (a) your violation of these Terms, (b) content you submit, or (c) your misuse of the Service.
Changes to the Service and these Terms
We may modify the Service or these Terms at any time. Material changes will be reflected by updating the "Last updated" date above. Your continued use of the Service after a change takes effect constitutes acceptance of the revised Terms.
Governing law
These Terms are governed by the laws of the State of Michigan, USA, without regard to its conflict of laws principles. Disputes will be resolved in the state or federal courts located in Michigan, and you consent to personal jurisdiction in those courts.
